The US State Department of Health and Welfare is a large government agency that provides essential services to the people of Idaho. They help ensure access to health insurance, support families and children in need, and provide hospitalisation services for people with disabilities. Their goal is to improve the health and well-being of the people of Idaho.

Challenge

The current child welfare system in Idaho is using outdated technology that is inefficient and difficult to maintain. This creates challenges for caseworkers, who spend a lot of time on data entry and other repetitive tasks rather than helping families. As a result, the system needs to be modernised in order to make the process more efficient and effective.

Solution

The ESPI system is a technology solution that allows child welfare agencies to share information with each other. It uses secure technology to exchange documents and data across state lines, as outlined by the Interstate Compact on the Placement of Children (ICPC). This helps child welfare agencies provide better services to children and families.

We have rebuilt the legacy (ASP.NET) application using Power Apps and Microsoft Dynamics 365. This new solution allows for secure document exchange and data sharing across state lines, in accordance with the requirements of ICPC. We also implemented a solution using Power Automate, which automatically syncs documents between Dynamics 365 and LaserFiche, our document management system.

Impact

Intelligent content capture

With this solution documents can be automatically filed, organised, and processed, without the need for manual intervention. This has made their jobs less stressful and given them more time to focus on the most important aspects of their jobs: helping families.

Granular admin control

Before the new solution, administrators had limited control and often had to rely on technical support to make even small changes. With the new solution, administrators can make changes on their own and tailor the system to their specific requirements.

Efficient document management

With this solution, documents are stored securely and can be accessed quickly, reducing the amount of time spent searching for and managing documents.

Streamlined child placement

This solution has made the process of child placement much more streamlined and efficient. The system automates many of the steps involved in the process, reducing the amount of time and effort required. This has led to fewer delays and a more efficient placement process.

Instant data transfer

With this solution, data can be transferred instantly and automatically, eliminating the need for manual entry and the risk of errors. This has made the process much more efficient and reliable.

Role based access and department-based security features

This solution allows for greater control over who has access to what information. This ensures that only authorised users can access sensitive information, and it reduces the risk of unauthorised access or misuse of data.
